no shit.. websites provide scripting to control the local client.. the local client can access anything the local client can access and be instructed to get results and send it back .. this is only a problem because the web platform as a concept is flawed

this really is the problem with turning the world wide web into the open web platform because and remotexul all but proved it... powerful remote code will always be a security issue one way or another and up and replacing local programs with localhost webapps just makes the issues worse and the "solutions" are gonna be treat your local computer as if it was a public exposed high target server cluster because at this rate being connected to the

nsITobin: well, if it's not a policy then maybe it's a "Server" feature, all I know is that one "7" install doesn't show it, and I presumed I had it in the "Server" install because of some policy.
